WHAT IS IT AND WHY DOES IT EXIST?
As with all Community Associations, the main purpose for its existence is to help provide and to maintain an acceptable
level of community appearance, which in return helps to maintain community property values for all.  
With this objective, everyone benefits...

This committee has existed for many years, but in the year 2007-2008 it has been revamped to include the many ideas
our residents have suggested over the last few years.  Basically this program is designed to allow residents who have
concerns or see outright code violations a chance to submit that complaint to CCECA and allow for a "Friendly" resolution
to the situation, prior to getting Baltimore County involved.  In most situations this is all it takes and the problem is
resolved and everyone is happy.   CCECA values all of its residents and all of its residents rights to live as they desire.  
BUT, there still are rules to follow and they are defined in the Baltimore County Code and Zoning rules and regulations.  
Our purpose is to first make the resident aware that others are concerned about a specific violation that may exist on
their property and give that resident a chance to address the issue without getting Baltimore County involved.  


WHAT ARE A FEW OF THE TYPICAL TYPE ISSUES THAT THIS PROGRAM DEALS WITH?
• Storing unlicensed motor vehicles                         • Storing inoperative motor vehicles
• Open dump conditions                                          • Junk yard conditions
• Service garage (automotive repair) activities        • Commercial vehicle parking
• Kennel operations                                               
  • Use of property to store contractor's equipment
• Rooming house operations                                   • Recreational vehicle parking
• Illegal accessory structures                               
    • PODS stored on a property
• Excessively long grass                                          • Overgrown bushes/trees that interfere with walking on the sidewalk


WHAT ISSUES ARE NOT HANDLED?
Crime related... (Call the Police Dept)
Drugs, etc... (Call the Police Dept)


WHO IS DECIDING WHAT IS REPORTED INITIALLY?
First lets be clear... CCECA does NOT go around the neighborhood looking for items to report.
ALL concerns are submitted from individual CCE residents who think there is a concern that needs
to be addressed in some way.  CCECA only deals with concerns submitted to them via this program.  
If for some reason a resident does not use this program and submits a complaint directly to Baltimore County then it is
out of the hands of CCECA.  CCECA will not submit anything to Baltimore County unless it has been deemed obvious that
the resident is in violation and refuses to cooperate in order to arrive at a timely resolution.


SOMEONE REPORTS ME TO CCECA FOR SOME CONCERN / CODE VIOLATION... WHAT HAPPENS NEXT?
It is a simple process that takes place.  When a concern comes in to CCECA someone first drives by the location in
question to confirm that the concern is valid.  Next, a "Friendly" letter is sent out from CCECA to the resident that lives at
that address explaining the nature of the concern and also a date is shown for the expected reply from the resident.


IF I GET A LETTER FROM CCECA WHAT ARE MY OPTIONS?

Option 1.  The best option is to simply remedy the situation immediately or ASAP and use the reply form to notify CCECA
that you have done so.

Option 2.  Obviously, some situations can not be resolved in 1 day, or you may have extenuating circumstances, so you
also have an option of using the reply process to state your case and state when the issue will be corrected.

Option 3.  Sometimes there will be residents that just do not see the concern or violation as being valid.  In this case the
resident should use the reply form to state their position.  In most cases since the concern was valid in the first place and
the "Friendly" process of resolving this issue did not work, the original concern will be forwarded to Baltimore County for
resolution.


AND IF I REFUSE TO ADDRESS THE CONCERN THAT I RECEIVED A CCECA LETTER ABOUT?
CCECA is not in a position to enforce issues of concern as related to Baltimore County Code or Zoning issues.  If a
resident does not wish to cooperate to resolve an issue the CCECA "Friendly" way then we simply turn over the concern
directly to Baltimore County and that resident with the violation will have to deal directly with Baltimore County from that
point on as to resolution of the issue.
